What to Expect When You Apply
Freedom Families Foundation provides targeted financial support to qualifying military families pursuing adoption. Our application process is designed to be straightforward, confidential, and respectful of your family’s unique circumstances.

Eligibility Criteria
Due to limited resources, Freedom Families Foundation prioritizes active-duty families who face the greatest financial constraints during the adoption process. As our capacity grows, we hope to expand support to additional military-connected families.
Service Members
Commissioned and noncommissioned officers from any branch of the U.S. Armed Forces.
Applicant Household
Adoption applicants must be part of an eligible active-duty military household.

What is Freedom Families Foundation?
Freedom Families Foundation is a 501(c)(3) nonprofit that provides targeted financial support to help qualifying active-duty military officers and noncommissioned officers reduce out-of-pocket adoption costs. We also engage in nonpartisan advocacy to elevate understanding of adoption cost barriers for military families.
Who is eligible to apply for support?
To qualify, applicants must be active-duty officers or noncommissioned officers in any branch of the U.S. Armed Forces, be part of an active-duty military household pursuing adoption, have finalized an adoption within the past 12 months with documentation of eligible expenses paid, pursue a non-kinship adoption, complete the adoption through a licensed professional or state agency, and provide a brief letter from the applicant’s commanding officer confirming active-duty status and good standing.
Do you only support infant adoptions?
No. Children who age out of foster care without permanent families face far greater challenges later in life, which is why we believe providing stability and belonging matters at every age.
What types of adoption support do you provide?
We provide financial assistance to help reduce out-of-pocket adoption expenses incurred during the final stages of adoption, including legal fees, travel, agency costs, and other verifiable expenses. We do not provide counseling, placement services, or agency representation.
Please note that applying for assistance does not guarantee funding. Award availability and funding levels vary by year and are dependent on available donor support and overall program capacity.
How do I apply for assistance?

What if I’m just beginning to consider adoption?
Freedom Families Foundation provides support after adoption finalization. Families in early planning stages should consult a licensed adoption professional to understand the process and costs involved.
Can I get tax deductions for adoption expenses?
Freedom Families Foundation does not provide tax advice. Please consult your tax advisor or IRS guidance regarding adoption-related tax credits.
When will I receive a response to my application?
Once a complete application is received, we aim to review and respond within 30 calendar days.
Why do you require a commanding officer’s endorsement?
We require a brief command endorsement to confirm the applicant’s active-duty status, good standing, and professional character. This helps ensure responsible stewardship of donor funds and program integrity. The endorsement does not evaluate parenting ability or the adoption decision.
What documents do I need to submit?
Applicants should submit proof of active-duty status, adoption finalization documentation, proof of eligible out-of-pocket expenses paid, and a commanding officer’s endorsement. Additional documentation may be requested if clarification is needed.
Do you support international adoption?
Yes. We support eligible domestic and international adoptions, provided all program criteria are met and the adoption was completed through licensed professionals or appropriate authorities.
Can I apply again if I was denied?
In some cases, yes. Applications denied due to incomplete documentation or timing may be reconsidered once resolved. Applications that do not meet core eligibility requirements may not be reconsidered.
